Ian is a Fellow of the Chartered Institute of Procurement and Supply (FCIPS) and an ex senior Royal Air Force supply and logistics officer. Ian has proven management ability and strategic planning skills; possessing a wide range and depth of experience with extensive knowledge of Leadership, Procurement (public sector in particular), Contract and Project Management.
With a career spanning in excess of 35 years Ian has successfully led, run or owned a variety of highly successful organisations with a strong focus on commercial efficiency and success, taking the SME he led on leaving the Forces from start-up to over a £1M turnover before becoming a joint owner and Director of A.B.A. BUSINESS Ltd. In 2016 he became the Managing Director of J6 Ltd (now trading as J6 Efficiency), a specialist cost reduction company. Ian holds an MBA and an honours degree in Business, and is an ACC registered Executive coach progressing towards full ILM7 accreditation.
Ian is a strong advocate of smart acquisition, lean thinking and continuous improvement with emphasis on standards, compliance and quality control. He is experienced in change management with first-class analytical and problem solving skills, is an innovator and lateral thinker capable of delivering required outcomes within legitimate interpretations of process. He is a skilled communicator both verbally and written, presenter and negotiator comfortable with liaising at Minister, Member and Board level down to shop floor.

Responsible for developing and implementing the Procurement Policy for the States of Guernsey and Alderney; devising and delivering the procurement strategy to meet the policy; leading and developing the procurement profession within the public sector; providing guidance and advice to Ministers and Chief Officers across the States on all procurement matters. Engaging with, communicating, training and supporting the local on-island supply chain of primarily SMEs to ensure the successful implementation of a robust and structured procurement service.

CEO and Director of Procurement with the Northern Procurement Group: A highly successful SME procurement consultancy specialising in public sector procurement and providing support services to both the public sector (Local Authorities, National Parks, RSLs etc) and to private enterprises.
Outsourced Head of Procurement to North Yorkshire County Council: Led a remarkable transformation from a fragmented procurement organisation operating with a silo mentality and little interest or knowledge of procurement, into a highly intelligent and engaged client with top-down buy-in to the importance of procurement. Established an in-house knowledge and capability. Delivered over £14m in savings over the last four years of the contract.
