Working both as a consultant and contractor, Gavin has over 25 years’ experience in public sector commercial and procurement leadership. Gavin has a deep understanding of public procurement procedures including the 2015 Public Contract regulations, five element business cases, Cabinet Office approvals including Ministerial Submissions, working with GDS to apply their Digital by Default policy and using all forms of CCS frameworks. This capability covers the full life cycle from sourcing strategies to contract management and single strategic suppliers through to multiple suppliers working together in a common delivery ecosystem.
Gavin has a high degree of commercial acumen and is qualified in Project Management. He has a strong understanding of the relationship between inputs to processes and the outputs and outcomes achieved. Gavin thrives on complexity and takes time to really understand stakeholder needs, efficiency opportunities and effectiveness improvements before developing strategies, engaging suppliers, brokering and commissioning compliant and effective contracts and leading projects which realise the benefits of the business case.
