The Procurement Policy, which has been in operation since its approval by Tynwald in June 2017, aimed to make it more straightforward for businesses to sell to Government and ensure Government’s purchasing power was used to spend locally wherever possible. The Policy was produced, and is owned by, the Treasury.
To evaluate the content of the policy; its impact on the local economy; the application of the policy by Government; and ease of use and effective outcomes for potential suppliers
The review was required to check that the policy framework and its implementation were achieving the objectives that were set for it, and where necessary to update the policy to ensure that it is fit for purpose over the next 3-5 years. However, Covid19 restrictions were still in place, so the IoM was closed to visitors. As such, all interviews and research were conducted either remotely, by our on-island resource, or by a combination of both.
Utilising our on-island Associate, MS Teams and based on our previous experience working in an island community with the States of Guernsey, A.B.A. BUSINESS initiated a four phased approach covering Data Gathering; Content Review; Performance Review; and final Report & Recommendations. Seven workshops and twenty-seven interviews were conducted along with an on-line survey to gather information. Members of the incumbent procurement team and local businesses/trade associations in particular were targeted to better understand how the policy was perceived and implemented from both ends of the spectrum. Key stakeholders across the community and Government were also included in the process.
A final report was produced and presented to IoMG that identified both successes and areas in need of improvement, as well as innovative ideas on how to better achieve some of the objectives originally stated within the policy. As a result, the responsibility for procurement within IoMG changed to a different Department, a new Head of Procurement was recruited, and the recommendations proposed were approved and are in course of implementation.
